Jeri A. Milstead, PhD, RN, FAAN is an internationally known expert in public policy and politics of health care, and serves as one of two health policy experts with the International Council of Nurses in Geneva, Switzerland. She is editor and senior author of Health Policy and Politics A Nurse’s Guide, 2nd edition (2004) and Handbook of Nursing Leadership: Creative Skills for a Culture of Safety (2006). Dr. Milstead was policy advisor in Washington, DC office of Sen. Daniel K. Inouye (D-HI); President, State Board of Nursing for South Carolina; and held leadership positions in the State Nurses Associations in Ohio, Pennsylvania and South Carolina. Her research focused on needle exchange programs in the USA and the Netherlands. She has published in national and international journals, is a reviewer for several refereed nursing journals and is Editor-in-Chief of The International Nurse. Her doctorate is in political science with special emphasis on health policy and comparative politics.
